THE ASPIRATIONS AND RESPONSIBILITIES OF THE CHIN PEOPLE

A Speech given by Dr. Dennis Shu Maung in Philippine Christian University's Auditorium on February 19, 2012.

Introduction

Honorable Mr. President, Secretary and the Executive members of the 64th Chin National Day Celebration Committee, Philippines; honorable Executive Vice President of the Philippine Christian University, Dr. Greg De Lara; honorable Professor Antonio Valdez; honorable representatives of our indigenous ethnic friends from Kachin, Shan, Karen, Mon, Rakhaing, and Bamar, honorable representatives of Chin ethnic people from India and Bangladesh, distinguished guests, ladies and gentle men, good afternoon.

This is special privilege for me to present the Aspirations and Responsibilities of the Chin People today. I believed, this topic is quite relevant to present on this auspecious day. Honorable Fellow Chins, there might have been many aspirations the Chin people had but I will present three major aspirations today as: National Sovereignty, National Unity and National Identity. I will conclude my speech by proposing our responsibilities to realize our aspirations.

First and foremost, I would like to Present the birth of the Chin National Day. The CND actually is the product of Chin People General Assembly led by the first Chin Minister Wun Thu Maung (Kanpelet) held on 19-22 February 1948 in Falam, the administrative town and the general Headquarter of Chin Special Division. The Chin General Assembly was attended by 5000 people which ratio one representative for 60 Chins at that time. The General Assembly unanimously designated February 20 as Chin National Day. They enthusiastically accepted the ideology and principles of Democracy in which they strongly believe that self determination would be fully realized. Self determination is the heart and the life of our forefathers. It indeed is primary character of Democracy that enhanced self decision making power, rights, freedom, justice and equality. Now let me go to my topic.

The first Aspiration of the Chin People is National Sovereignty.

My fellow Chins: The Chin people from the beginning was indepent with natioanal sovereignty. We had our land and territory, our customes, cultures and belief. We had our own administration managed by the tribal chieftains. There was tribal wars and peace negotiations in their own way. All those experiences and practices have a solid and valid proof up till today. Unfortunately, the Chinland and the Chin nation fell into the British colonial empire in 1885 and the Land and the people were subjected to the British empire. The Chin territory at that time was considerably large from Northeast India across Northwest Burma down to Northeastern Bangladesh. As the Brish learnt the valor courage and determination of the Chin people, they applied divide and rule policy that the Chins today are divided into three locations. One fell under the Indian rule while the others fell under Burmese and Bangladesh rules. We all lost national sovereignty from that time on.

Particularly emphasizing the life of the Chin people in Myanmar, due to Panglong agreement in 1947, the Chins fell under the administration of Myanmar government. The agreement of Panlong was to grant Federal system with rights and freedom right after Myanmar Political Independent. It was obvious that the Chin forefathers were aspiring for National Sovereignty that they convened Chin General Assembly in Falam town right after the Independent of Myanmar. (Myanmar Independent was declared on 04 January 1948 and Chin General Assembly was conducted on February 19-22, 1948). It meant our forefathers were not late in claiming their wishful legal rights. This struggle will be going on until this right is fully realized and achieved. This aspiration of Chin National Sovereignty must be keeping alive forever.

The second Aspiration of the Chin People is National Unity.

My fellow Chins: The second aspiration of the Chin People is National Unity. Unity is extremely needed in nation building. Unity is strength. United we stand, divided we fall. Victory is essentially based on unity. Today the Chin people are living in different locations, practicing different cultures and customs, accepting different ideologies and embracing different faiths and denominations. These differences are the beauty of the Chin people. It makes us colorful decoration to live our lives beautifully. I am happy to say that regardless of these differences, we still belong to the same Chin people, Chin nation and Chin country. Our forefathers had left us very precious and valuable legacy of Chin National Unity in 1948 in Falam. They joined hands and discussed the common good of the whole Chin people and Chinland. Whatever divisive power among us would be condemned and eliminated. Let us build up Chin National Unity in every possible way.

The third Aspiration of the Chin People is National Identity.

My dear fellow Chins:

The third aspiration of the Chin people is National Identity. The Chin National Day actually is our Identity. As we all come together to celebrate the CND it is already signified that we are Chins. All nations all over the world have their own flora and fauna which represent their national identity. They have designated special day for national festivities. Fortunately or unfortunately, in some of theocratic countries in the world, their faith is becoming their national identity. They have national flags and emblems which signified that they belong to specific country and nation. They have emblem, symbols, culture, custom, music, language and national dress to indentify themselves. The Chin people do the same. Our emblem is hornbill. It signifies loyalty, honesty and faithfulness. The Chins are honest and trust worthy. Most of the Chin people embraced Christianity. Therefore Christian integrity could also become a part of our identity. Let us live our identity through our cultural practices, languages, musics and traditional dances. Let us give values to our identity. Be strong, be courageous, be kind, be wise, be honest, be righteous, be smart, be smile and stay safe.

The Responsibilities of the Chin People.

My fellow Chins, our responsibilities today are

1. Political will... Let us maintain the political will of our forefathers and affirm that we are the Chin people. Let us work for Chin National Sovereignty. It may be impossible for some of us but there is a way if there is a will. Let us remember the incarceration of the Chin sovereign territory under British rule. What about today?. Incarceration of our sovereign territory is still here. Let us raise our will to regain our sovereignty. As we have heard about the formation of Chin Supreme Council, let us encourage each other to work for the common good of the whole Chin people with a very strong will so that national sovereignty, self determination, rights, freedom, justice and equality would be prevailed and would be truly realized.

2. National Unity in Diversity

The Chin people are rich in culture, tradition, religious faith, and language. We need to proud of our differences. Our differences are the beauty of our people and our land. What we need is how to locate all these differences into the most beautiful reality. We need to recognize our differences and respect to each other. All these belong to the same Chin. Do not be too bias on your own color but share it to the whole Chin. We are responsible to build unity in diversity. Unity is strength. United we stand, divided we fall. We can read in thenBible says: "a house divided against itself cannot stand, every kingdom divided against itself is brought into ruin, and every city or house divided against itself shall not stand" Matt. 12:25.

3. Social and Spiritual Transformation or Attitudinal and Behavioral Change. As the Chins are scattered all over the world and experiencing different ways of life and cultures, our attitude is deteriorating. Some became arrogant, some are cunning, some are glutton, some are proud, some are ignorance. Some are breathing the air through the nose of other people and blew big air. This people may lost the Chin identity. They don't want to be called Chin. I don't understand why? Most of us are drunkards. Some of us are cheating. It is not mean to say that all the Chins are loosing good attitudes and behavior. Most of us are still very good. Let us eradicate the causes of social evils. Let us reexamine the attitude of our forefathers. Our forefathers were honest, sincere, kind and righteous. They were courageous. Let us change our mind and go back to bear excellence moral life of our forefathers. Let us be wise in self development that affects our family and community life. Let us prioritize education. Try to send your children to schools and to Church schools. Another issue is spiritual life. The Chins are very religious. We worship God in every possible way in everywhere. The Chin and the living God cannot be separated. The Chins are the people of God. If God comes down to select His people today, the Chins will be selected as His people because we love God too much and worship Him. We love God as we love drinking. Let us drink God not alcohol. Unfortunately, the Chins are separated because of the Christian faith. It is because most of the Chins are too bias in their denominations. Instead of uniting in the name of Jesus Christ we are separating. This bias destroys social relationship of the Chins today. We need to be together regardless of our denomination. We need to transform our spiritual life. We may need Supreme Chin Christian Church to get the whole Chin together for spiritual and social renewal. We also need Guidance Counselor Office in every Church both inside and outside of the country to attend to problems of the family and of community.

4. Economic Development. I think the Chins have sufficient resources. We have natural resources and human resources. The only problem is territorial dispute. This dispute has been century old in the history. The Chins had Leido ral. They used to fight and enslaved people in the history. This kind of evil domination and evil practice should be abolished and reorganize all territories into one Chinland. Let us understand that the whole Chinland belongs to the whole Chin people. We have Bawipa tlang (royal mountain ranges), and Bawinu va (royal rivers). We have flora and fauna that enough for the Chin people. We have vast area in Paletwa that can accommodate International air field and Kuladan River that could be able to turn into golden harbour. We have agricultural fertile areas to produce food, we have vast pasture to raise mythuns and other animals. We have teak wood and other valuable trees. We have big rivers like Lemro, Bawinu, Manipura (run), Myitha (letsa), we have water falls like Bungtla in Matu region, we have lakes like Rih lake in Falam. We need to preserve our eco system. We need to prohibit and stop cutting trees, and burning, we need to stop eligal hunting, and ilegal fishing etc..What else do we need?. What we need after all is to unite each other into one accord and build our economy.

The Legacies of Chin National Day

Honorable President, Mr. Van Ivan, Secretary, and members of the 63rd CND Celebration Committee, Philippines; honorable guests from Union Theological Seminary-Philippine Christian University, being led by its President the Rev. Dr. Ferdinand Ammang Anno; dustinguished guests from our fellow ethnic indigenous people of the Kachin, the Shan and the Karen, distinguished guests from our fellow Chins who are residing in India and Bangladesh, our friends from Vietnam and Philippines, and beloved fellow Chins, brothers and sisters, Good after noon!

I am grateful to the 63rd CND Committee for giving me special privilege to deliver a short speech on this auspicious and elegant day of the whole Chin people. I will not reiterate the genealogy and the territory of the Chins at this moment but I would like to remind you of the legacies of CND. Why the CND and what for, must be strongly emphasized today.

1. Chin National Democracy.

My fellow Chins:

The first legacy of the CND is self determination. The Chin people have the right to make decisions by ourselves. Self determination is the heart, the life and the aspiration of our forefathers. The pioneers of the CND were the members of the Chin Affairs Council (Chin Government), organized right after Aung San-Attlee Treaty in 1947: they were

Pu Lian Tthum (Hakkha)...Chairman

After a thorough discussion over the designation of CND at the first council meeting of the Chin Affairs Council in October 1950, all the members agreed and approved February 20 as Chin National Day because February 20 is significant that it was the day of the Chin Peoples Assembly in Falam carefully determined and willingly accepted to apply Democracy in Chinland. The Chin Peoples General Assembly, attended by 5000 Chins, was conducted from February 19-22 in 1948. On February 20, they enthusiastically accepted ideology and principles of Democracy in which they believed self determination is fully realized. Self determination means self decision making power, freedom, rights and equality. Therefore Pu Lian Tthum, Chairman of the Chin Affairs Council promulgated to observe February 20 as Chin National Day. Faith of our fathers living still. As we observe Chin National Day, let all the Chin people strive forward until democracy is fully realized in Chinland.

2. Chin National Unity

My fellow Chins:

The second legacy of CND is Chin National Unity. Unity is extremely needed in nation building. We have heard that Unity is strength. United we stand and divided we fall. Unfortunately, some narrow-minded people and leaders among the Chins have devisive ideas due to our differences and self interests. However, their devisive ideas may not effect us, we still belong to Chin National. Our different locations cannot devide us. Our different dialects cannot seprate us. All these differences are mighty bonds to strongly and firmly binds all the Chins together. These differences are the beauty of Chinland and Chin nation. Our forefathers gave us precious and valuable legacy of Unity. It was signified by the General Assembly of the Chin people where 5000 participants attended in Falam in 1948 and discussed the Chin's Affairs. They unitedly gathered together and raised the same voice. They loved each other, they encouraged each other and working for the common cause of the Chins other than their own townships and villages. It was so honorable that our leaders unitedly stood for the common good of the whole Chin. It was Falam Spirit indeed. This Spirit would be nurtured and maintained by all the Chins. The CND is the time to affirm our diversed culture, language and ways of life to expose the beauty and unity of our beings. This celebration binds us all the Chins into one. We must keep this CND alive so that the Falam Spirit also be alive in us. With this Spirit, we would be stronger in our struggle for democracy and freedom. This national day reminded us to be united into one Chin national body. National cohesiveness would be strongly pursued. This Chin National Day clearly indicated that we, the Chins are a very distinctive nation of the world. We must be united and strong for our common cause of freedom and dignity. There were times that people in authority attempted to wipe out Chin National Day. They tried to replace it by 1) Chin Flower Festival Day ( It was in 1956 December 4, under Chin Minister Pu Za Hre Lian, and MP Pu Thang Lian, both are from Pasabala party. They won parliament election in 1956 and on the first Chin Parliament Assembly in July, 1956, MP Thang Lian proposed to abolish CND), 2) next attempt was in 1966, imposed by Burma Socialist Program Party to change the CND into Chin Special Division Day because Burman authority was uncomfortable with the term "Chin National"; 3) finally the Burmese authority tried to divert CND into Chin State Day in 1974 right after refrandum. Indeed, CND bears National spirit. It is Chin National Day. The day that our forefathers unanimously designated as "Chin National Day". It is today February 20. In 1958, this day was approved by the Cabibet and the Parliament to be designated as Burma Gazetted Holiday but was not sign by the President to put into law (I don't know why). Therefore, my Chin fellow brothers and sisters, let us recognize and acknowledge this day for National Unity and solidarity. Let us rise up in one accord for national unity and solidarity for freedom.

3. Chin National Identity

My beloved Fellow Chins

The third legacy of the CND is Chin National Identity. The CND has become Chin Identity. It has been celebrated since 1951 in Mindat and on and on up till today. All the Chins in all over the world are celebrating today as our National Day to testify that we are the Chins. Therefore the CND is our Identity.

Furthermore, we all know that all nations in this world have their own symbols, fauna and flora, festivals and celebrations on designated days and times to signify their identities. We, the Chins also do. Our symbol is Hornbill. It signifies loyalty, faithfulness and honesty. The Chins are faithful and honest. We are trustworthy. If you are a Chin, you are trustworthy. If you are a Chin, you are a Christian. Gracefully and gloriously, being a Christian has become Chin identity in Burma. We had the history that the Chin was not know how to tell a lie. The Chin never told a lie and never deceived others. Truth is their necklace. Today, our Chin identity is nobility, purity, integrity and loyalty. Let us keep our identity alive as we celebrate this auspicious CND.

Conclusion:

Beloved fellow Chins, let us keep the CND legacies alive, as of democracy, unity and identity. Democracy, unity and identity are the CND's legacies. Let's keep alive these legacies throughout our lives. May God bless all the Chin people.

A Short Speech About Chin National Day

A SHORT SPEECH ABOUT CHIN NATIONAL DAY

Good evening beloved brothers and sisters of my fellow Chin people and our honored guests who come to promote the ceremony!

It’s a privilege to share some interesting stories about the Chin people on this historic and momentous event of the celebration of the 61st Chin National Day which falls on February 20, every year.

We, the Chin people left a place called Chinlung in China around AD 225 for westwards because of some intolerable situations. Many of us settled in the eastern side of Tio and Kaladan Rivers which are like our Jordan and some of them settled in the western side of the rivers.

The time of the first settlement in Chinland, according to pu Chawn Kio is thought to be around AD 1300. Indeed, the original Chinland is a bit wide. It is almost forty thousands square miles (Chinland 13,907; Manipur 8,628; Mizoram 8,139; and Nagaland 6,401). They ruled themselves for about six hundred years until the British colonization. Two third of the land is now in India and only one third is in Myanmar. It was split because of General Aung San’s clever persuasion and we still suffer until today because of U Nu’s wrong decision, which makes the Pinlung (also written as Panglong) Federal flower (planted Feb. 12, 1947) unable to bloom for almost 50 years, 1962-2009.

Originally the Chins have many but tiny different traditions and we are very rich in language; we have more than 50 different dialects, and we have many different tribal names as is recorded in Chin Hills Regulation 1896: “Chins includes Lushai, Kuki, Nagas , Chins in the Chin Hills and any persons who adopt Chin culture and language.” 

The British extended its territory up to Chittagong hill track around 1760 and annexed Lower Burma in 1855. The British asked permission to construct a land route from India to Burma throughout Chinland. The Chin people who had never been ruled by any foreign nations, denied the plan being seen the future consequences.

Advantageously, the British fought Chinland from both India and Burma sides. The Chins are courageous and brave; were known as headhunters and good fighters; are simple minded and faithful. These are the identities of the Chins. Thus, the British officers want the Chins and Korkha alone to be their personal guards. If they possessed arms of the same quality, the Chins might win the battle.

At last, they made an agreement in 1888. The British agreed to let the Chins continue their Hereditary Chieftainship, (Sawbua:) in Burmese, and the Chins agreed to pay tax to the British. Politically we won, but economically we lost. We gave every good thing we had to foreigners.

You may ask, “We gave tax in kind (khuachiah rawlrel) to our chiefs. What’s the difference?” No, what we gave to our chiefs made our land and people rich; what we gave to foreigners made us poor.

From 1888 until 1948, exactly 60 years, we were under the control of the British government economically and we became poorer and poorer and they treated us as if we were slaves. If it is your turn, even if you are a widow or an old man, there is no exemption. You become a coerced porter like some of our people today. You get no pay, no pity. In that situation, future for the Chin people was unimaginable.

Knowing this and dreaming for human rights in Democracy and envisioning a bright future for the next generations, the first Chin Hill Union Organization was emerged February 20, 1928. Reaching the nadir of suppression, men of politics and patriotism from each Township like the late pu Len Dun of Vanzang, my native village, for example, reorganized and renegotiated their people to overthrow the British annexation along with the Hereditary Chieftainship. (Vanzang Tlang became a well versed phrase because of pu Len Dun’s well known leadership in this attempt. With some of his friends, they even encountered detention with many hardships).

After many struggling and sufferings of the leaders, the Chins Public General Meeting for Democracy was successfully held February, 1948 in Falam, former capital of Chin State. Almost 5000 patriotic delegates attended the momentous meeting.

Given compensation for some years, all the chiefs of the Chins willingly agreed to terminate their hereditary Chieftainship. Hence, the door of the long waited Democracy was open on the 20th of February, 1948, a day which can never be forgotten by the Chin people.

That is the reason why we are gathering once a year and celebrate the Chin National Day (not Chin State Day) joyously and as for my conclusion, I want every one of us to pray fervently and work out to find again soon our lost world of Democracy.
